I use mine as an armrest. He also hates it when I flick his bald spot. Try usin his fork as a back scratcher. I got a ton lolz

Go outside for a long walk, and when you come home, make sure you have REALLY cold hands. Then shove them down your bros neck, and slightly down his back. If your brother is a normal child, he should jump, tilt his head back, and wail for the duration XD

Take the remote when he's watchin T.V. and turn it to Discovery Channel... unless he's on it. then turn it to PBS kids

i got a good one! (my friend really tricked me today with this XD)
Get 2 paintbrushes/paint rollers - keep 1 clean and behind your back, the other covered in paint (but not sooo much that it drips onto the floor) and infront of you.
Then go up to him - show him the painted paint utensil, quickly swap them round, and use the dry one on him!
In reality he should be all worried about his clothes (unless he doesn't give a damn about them)
This works especially well when the victim is in school uniform or in a suit or somethin XD
