Aquaflow looked around at her fellow dragons, wondering if they should talk things over.
Amethyst saw the young water dragon looking around at the others and guessed what was running through her mind. These youngsters loved to chatter and share news, so maybe a... "Gathering." She said it unexpectedly, and Aquaflow turned her head to stare at the council dragon.

'Indeed. A gathering once every so often where a peaceful discusion of news and ideas are exchanged between groups. That way each group can remain rivals, but at the same time close to noone shall be hurt!' Peridot said.

Amethyst nodded in approval, wondering what else these little dragons would want to know. "I suggest you take some time to talk to each other about all of this, for I am sure you have ideas of your own unless you are utterly confused." She said, looking around at all the group dragons.

Tundra turned back to face the others.
'I'm fine for declaring a law, organising group leaders and healers, and meeting every so often to discuss news... What do you lot think of it?' she asked the others.

Aquaflow looked around nervously. "If there is a leader and a healer, what about the others? What will they be? Should they be organized into something as well?" She asked, because it had been something that was puzzling her.

'Maybe you should seperate them into what they're best at. Get the good hunters to be hunters for the group, get the high flyers to be scouting your area. Asign a job to everyone so that noone is left out,' Peridot advised, coughing slightly as she finished.

Amethyst listened to what her friend had to say, but didn't add anything herself. It was a good idea, and she agreed with it. There was one more thing that they had to address. Not all the rules were to be made up by the group dragons, and the groups needed traits...

Amethyst lowered herself to the ground so as to be eye to eye with the young dragon that had come to represent his group. "What a marvelous idea little one." She said nicely, eyes sparkling.

BurnFire Frowned. "What about weaker dragons. Young ones or middle aged. Maybe we could do a few groups for medicines and stuff like that." He said with an odd expression.

Aquaflow nodded, knowing that no group would survive without some kind of healer dragon to heal the injured. "How about Brooderies, for all the hatchlings and mothers." She suggested, looking around at the others.
Amethyst nodded, knowing now was the time to announce a rule made by the council. "Yes, I was just getting to that young ones. There will be a Healer, and he or she will have the chance to take on a fledgling when they think it is time to pass on their knowledge. There will be one healer per group and no rivalries between them. They will also not be allowed to have eggs or hatchlings of their own." She announced.

"I think that's too strict. After all accidents happen. All healing dragons may not raise hatchlings. That way if one accidently has one then they are not breaking the law. Elder dragons are still an important part. Thusforth they should be cared for above those that can hunt for themselves. Any dragon that dies shall be honored in a ceremony. When they die, if possible, the body should be recovered. Then all dragons who knew him/her shall sit with him/her through the night and then buried high up to ensure the body is not disturbed. Leaders should be picked by our anscesters and future leaders should be picked by current leaders to prevent assasinations. The future leaders or liutenients should assist the leaders in assigning watches, and they can be replaced at any time they fail to do their jobs or get to powerhungry." BurnFire said in a rush.

Amethyst laughed as the young dragon spoke. "I can see you will be a great dragon when you are older. Yes, the elder dragons will be honored, and so will the dead. But about the healer subject... They must be responsible for the whole group, so they can be responsible for not having children as well. However, if they do accidentally have a fertile egg, they must get rid of it by either finding it a new mother or killing it." She said, knowing no dragon in their right mind would kill their own egg.

"Yes that works well. But this council too. Two elders from each group and the Soft and Stray types should form the council. It's only fair. Just because we are in a group with a leader's structure doesn't give us the right to be 'more powerful' just to be together with those who share our beleifs and talents. Also the leaders should be distinguished by a name. Since we value the Sky then that should be it. You would Be AquaSky." BurnFire said and pointed to Aquaflow, "TundraSky, etc." pointing to Tundra. "Oh and the meeting is a good idea as long as it is not held in any area held by a group or the Strays and Softs. Maybe the Gems?"

Aquaflow stepped back a step, for she wasn't really a leader, more of a healer... "I agree with Burnfire. The leaders can take on a part in their name that corresponds to the group name perhaps? Like... FireGroups leader would have Fire in their name?" The blue dragon wasn't very sure of herself, but it sounded good, so she relaxed a little.
Amethyst wondered at the idea of a council made up of dragons from the groups, and a soft and stray. "I never said you are more powerful then them, but they are not bound by your laws. If they do not wish to come, they won't. As for your council idea, with all the group dragon and the stray or soft if they so wish, you can meet as you wish. That is not up to us. You mentioned the Gems... I will leave it up to you, but it will become suitable once the movement settles." She said, hoping her words made sense to the youngster.
